Mr. Samuel Vivian Matagi is an environmental chemist with a BSc and MSc from Makerere University. He is an energetic and enthusiastic researcher with 20 years work experience in environmental and social impact assessments, environmental impact assessment, environmental audit, water resources management, environmental health, water quality management, sewage and industrial effluent treatment, laboratory quality systems, fisheries resource development, environmental risk assessment, environmental monitoring, environmental management ISO 14000, solid waste management and wildlife conservation. His is a registered and certified environmental impact assessor and environmental auditor with National Environmental Management Authority. His has been a Team Leader in numerous environmental impact assignments including the environmental audit of International Hospital Kampala Health care waste and incinerator, Aggreko Thermal Electricity Plant, Environmental Impact Assessment Water hyacinth Control in East Africa, EIA's for numerous petrol stations and Environmental and Social Framework for out based aid for water and sanitation projects in small towns and rural growth centres in Uganda.

Elizabeth Jeannette Aisu

Profession: Sociologist

Elizabeth Aisu has a ten year experience as social economist who has worked as a consultant, supervisor/team leader/ Facilitator/trainer in various studies carried out by several UN Agencies such as The World Health Organization, UNICEF, the World Bank, World Food Program and UNHCR. She has a BA (Rural Economy) and a MSc. (Population and Reproductive Health). Elizabeth has vast experience and excellent skills in data collection using both qualitative and quantitative methods, analysis and compilation of reports for planning and intervention. Her ability to administer questionnaires and conduct key-informant in-depth interviews are a big resource in capturing community concerns in projects.  Her strength is in the many Uganda languages she speaks including Luganda in which she is very fluent.  She is usually co-opted by various consulting firms as a socio-economist on environmental impact studies; resettlement action plans, environmental audits and baseline surveys.  The latest assignment was on the resettlemt action paln for Namave, Lugogo and Mutwenwa sub stations, Feasibility Study on the proposed new Western 132 KV line Nkenda to Fort-Portal Mbarara electricity transmission lines and EIA for land use change for Pian Upe Game Reserve.  In addition, she has proven managerial and interpersonal skills with excellent communication and negotiation skills.

Mr. Bernard R. Twinomugisha

Bernard Twinomugisha has two Master's Degree in Management, Access and Conservation of Species in Trade from International University of Andalusia, Baeza, Spain and Vertebrate Ecology from Makerere University, Kampala, Uganda. He Has a Bachelor of Science from Makerere University. He has 20 years work experience that cover lecturing at Makerere University to undergraduate students, re-afforestation projects in Uganda and Afghanistan. He has experience in tourism based on Afro-tropical ecology where he has introduced the conception of game ranching by domesticating wildlife ungulates in Game Reserves. He has worked as Chief Park Warden in various National Game Parks in Uganda under Uganda Wildlife Authority. He is conversant in the Trade of endangered species and his managerial skills include being the Executive Director of Uganda Wild Life Education Centre (former Entebbe Zoo). Has a versatile experience in consultancies either as Team Leader of member of the team. His areas of specialty include Wildlife Policy formulation, trade of endangered species, eco-tourism and environmental impact assesments.

Mr. Hilary Bakamwesiga

Hilary Bakamwesiga has a BSc. (Forestry) and MSc. (Environmental Science) from Makerere University. He ha a 20 year experience as an environmental ecologist with expertise in plant biodiversity surveys. He has carry out the following biodiversity surveys: - Sanyo Bay, Katongo Game Reverse, Murchison Falls National Park and Karuma Wildlife Reserves. He has worked on numerous environmental impact consultancies as botanist these include but not limited to the following: - Bujagali Hydro-electricity Power Dam, Namuse Hill Mountain Biking Trail in Mabira Forest, Re-development of Jinja Sailing Club, Naigobya Rice Factory, Mining of Vermiculite Namekhala Gold Exploration in Mukono, Ntungamo and Bushenyi District.

Dr. Natal Ayiga

Profession:Principal Sociologist

Dr. Ayiga has researched and consulted widely in socio-economic issues in Uganda and is very familiar with the social and environmental landscape of Uganda. He has also accrued a lot of experience in working with international organizations as well as internationally linked projects and programs. Dr. Natal Ayiga has a Ph.D in Population studies, a Masters in Demography and a Bachelors degree majoring in sociology, Dr. Ayiga is one of the people seriously involved in Social and Population Research in Uganda with a lot of experience in social, health and demographic research. His areas of expertise include social and demographic dynamics and their determinants; health research; socioeconomic research; Institutional and organizational research and institutional dynamics. Dr. Ayiga particularly has a lot of experience in the following areas of health research; HIV/AIDS, Nutrition and reproductive health in general.

Dr. Moses Musazi

Dr. Moses Kizza Musaazi is high calibre Electrical Engineer with a 30-year work experience in power control systems. He is a University lecturer, a consultant in electrical engineering, technology transfer, low cost housing, water and sanitation. He is an enthusiastic researcher in the development of appropriate technologies. He has carried numerous consultancies in the electricity transmission sub-sector that include the design of computer aided learning in electricity transmission, design and supervision of construction of electricity transmissions lines.

Mr. Iwadra Michael

Profession: Hydrologist

Mr. Iwadra is a Ugandan national with more than 15 years of experience in Environmental Engineering. He holds a M.Sc. Water Resources Engineering and M. Sc. Irrigation and Drainage Engineering. He has also been involved in a number Environmental Impact Assessment (EIA) work including Palm Oil Project in Kalangala funded by World Bank, Oil Seed Project at Masindi Port for Muhwano Industries and Land use change for Pian Upe Game Reserve in Karamoja. Mr. Iwadra has a very thorough theoretical background in water resources engineering and gained extensive experience in the field as a free lance consultant. He has been working as a field hydro-geologist responsible for the siting and drilling supervision of more than 30 boreholes and hydrological assessment of over 25 valley tanks/dams. Mr. Iwadra has worked on waste water treatment technologies such as Constructed Wetlands, UASB, Composting, Sludge Mineralisation and Bio-gas.

Mr. Moses Otim

Mr. Moses Otim is an Environmentalist with post graduate qualifications in Geo-Information Sciences and Earth observation, Earth Resources and Environmental Geosciences, Environmental and Hydrological Modelling, Industrial Chemistry and in Human Resources Training and Development. He has 11 years experience in the Earth resources discipline and in Environmental As-sessments. His recent practice involves GIS/RS applications in Spatial plan-ning and Environment Impact Assessments, Environmental Geo-Sciences, Water Resources Assessment and Catchment Management, Natural Resources Baseline Surveys, and in Cleaner Production for Industry. Mr. Moses Otim is a team player and he has been involved in numerous EIA consultancy assign-ments which include but not limited to the following; mineral prospecting, re-habilitation of valley dams, land fills and roads.

Rosemary Kobutagi Twinomugisha

Rosemary Kobutagi Twinomugisha is a graduate of Social Sciences from Makerere University, she has 20 years of work experience in the administration, management, hotel, hospitality and tourism in Uganda.  She rose from the rank of Hotel Trainee to Principle Tourism Officer in the Ministry of Tourism, Trade and Industry.  She has key competences in the hotel management systems and operations, hotel grading and classification systems and has been at the fore front of the development of policies, action plans, legislation and institutional framework of the hotel and hospitality industry in Uganda.

Anne Ritah Akinyo

Ann Ritah Akinyo is an Environmental Sociologist with 10 years of experience in research methods. She has a Maters of Arts in Demography from Makerere University. She has participated in a number of environmental assessments and audits as a sociologist. Her key competences are principle methods of research such as: Qualitative and Quantitative Data collection methods and tools; including all types of interviews with excellent skills in questionnaire design, data entry, data analysis and compilation of reports for planning and intervention. She has experience in use of modern Extension Methodologies/Participatory Rural Appraisal (PRA) and Rapid Rural Appraisal (RRA) in monitoring and evaluation of Projects.

Eng. Simon Peter Otoi

Profession: Environmental Engineer

Eng. Simon P. Otoi is a highly qualified and experienced registered civil engineer and registered environmental engineer with over 20 years of teaching, practical and consultancy engineering experience; over 15 of those years were spent on the planning, design of systems, management and project supervision and monitoring and evaluation.  He has Masters in Sanitary Engineering and Bachelor of Science in Civil Engineering.


As the Water and Environment Market Area Manager in COWI Uganda Limited (2002-2008), Eng. Otoi was Project Manager and Team Leader of several large projects such as the Restoration of Lake Kyoga Project, which had a large environmental component; formulation of the transboundary cooperation agreement for Tanzania, Uganda, Rwanda and Burundi, and several output based aid in water projects. At the closing stages of the EU Micro projects Project, Eng. Otoi was engaged on several assignments for technical reviews and evaluation of the implementation of projects and gave valuable direction to the EU MPP.


Eng. Otoi has 8 years experience in urban water and sewerage design, construction, operation and maintenance while holding senior engineering positions in National Water and Sewerage Corporation, in Kampala and Mbale. He has remained active in the sector through out his 20 years in the sector.
Eng. Otoi has participated in a number of reviews of designs such as the Bwera GFS in Kasese, where he reviewed the whole design and tender documents; the Ministry of Works Specifications, where he reviewed the specifications for the road sector and currently for the World Bank funded Output Based Aid project in Uganda, where he prepared the bid documents and is procuring the contractors for the project.


Simon has excellent experience in Environmental Impact Assessment, Environmental Audits and pollution control technologies.

Eng. Jonathan Muwonge

Profession:Telecommunications Engineer

Eng. Jonathan Muwonge is a Telecommunication Engineer with a Masters in Communication Management and a Bsc. in Electrical Engineering. He has ten years experience in the telecommunication industry in Uganda. At a technical level he has worked as Technical Data Officer-Spectrum Management for the Uganda Communication Commission. At MTN which is mobile and Landline Company he rose from the rank of Transmission Planning Engineer to Senior GSM Planning and Optimization Engineer. He has also worked for Uganda Telecom as a Senior Wireless Network Planning and Optimization Engineer. At a managerial level he is a corporate strategist and business analyst in the telecommunication. He participated in the emerge of two government owned companies (landline and mobile) to form Uganda Telecom.

Mr. Arthur Jovan Niwagaba

Arthur Jovan Niwagaba has a Bachelor of Commerce (Accounting) and MBA. He is a multi-disciplinary Resource Person, with over 30 years experience in Accounting, Financial & Strategic Management, Logistics-Procurement, Training, and Research, EIA & Gender in Management, EMS and ICT Systems consultancy. Mr. Niwagaba has worked for both the public and private sector. He has worked as a Financial Officer in donor aided projects by the World Bank, DANIDA and United Nations/Global Environmental Facility. His other expertise include financial analysis, financial forecast and business plans.

Mr. Robert Kityo

Profession: Vertebrate Diversity Specialist

Robert Kityo holds a Ph D and MSc in vertebrate biology and community ecology. He has nearly 20 years experience of field research in wildlife and palaeontology. His main specialities are in vertebrate biology and ecology, ecological investigations, ecological impacts and the holistic use of such acquired field ecological information into biodiversity education. He has extensive experience of working in small and large teams in locations where there may be little or no field support and has conducted field projects in a number of diverse areas. He has conducted environmental impact assessments and audits, site investigations and risk assessments for vertebrates for a number of development projects in Uganda. His mix of practical expertise and scientific skills ensures a thorough understanding and interpretation of environmental issues associated with projects that might have impacts of an ecological nature.

Eng. Bill Wandera

Profession: Water Engineer

Eng. Bill Wandera is a professional Civil Engineer with over 25 years experience in design, operation and maintenance of water supply, sewerage and solid waste schemes in urban and peri-urban areas of Uganda, Tanzania, Somalia and Kenya. He has a Bachelor of Science (Civil Engineering), University of Nairobi (1978) and a Master of Science (Tropical Public Health Engineering) University of Leeds (1990).  He has a certificate in investment appraisal and management from Harvard institute for international development of Harvard University, 1996. His experience covers urban water utility management, design of urban water supply schemes from feasibility to construction supervision and coordination of multi-donor funded projects. Assignments completed to date cover design and supervision of construction of piped water schemes, strategic studies for commercialization of urban water services in Uganda, Tanzania and Kenya, design and construction of solid waste facilities in Somalia, case studies of best practices in delivery of water and sanitation services to urban poor communities of African cites and support to NWSC in developing investment plans for reform of the Corporation. Recently was study director in a major consultancy to identify management options for improving water and sanitation services to the urban poor residents in informal settlements in Kampala. He also was a key team member in the study to prepare the Urban Water Sector Reform Document funded by GTZ for the Ministry of Water, Lands and Environment.

Mr.Eddie Luyima

Eddie Luyima is a Registered and Certified Environmental Practitioner with the National Environment Management Authority (NEMA) Uganda in the area of Environmental Impact Assessments and Environmental Audits. EDiie has BA (environmental management) ands MA (Project Management). He is a qualified ISO 14001 (Environmental Management Systems Lead Auditor), a Cleaner Production Practitioner and an ISO 14001:2004 Training Consultant. Eddie has participated in the development of Training Programs in the areas of Environmental Management Systems, Internal Environment Management System Auditing, Waste Minimisation and Environmental Oriented Cost Management. He has advised a number of Companies on Environment Corporate Policy and Strategy, Environmental Good housekeeping. Eddie has excellent Environment Management and Planning skills using various approaches and exceptional skills mainly in mainstreaming Environment into Development Planning more specifically in the Local Governments. Eddie was part of the team of Environmental Consultants who developed the National Standardized Training Handbooks both (Trainers and Participants) in Environment and Natural Resource Management for the Ministry of Local Government which are used in the Environment and Natural Resource Management mainstreaming in the all Local Governments in Uganda both at Higher and Lower local Governments. Eddie was part of the Consultants who trained MoLG District Technical Planning Committees for all the Districts and Municipalities in Uganda in Environmental and Natural Resource Management Mainstreaming He was part of the of consultants who have been training Chief Administrative Officers (CAOs) and Districts/Municipal Planners in Environmental and Natural Resource Management Mainstreaming in the entire country. Eddie was part of the team of Consultants that developed The National Solid Waste Management Guidelines for National Environment Management Authority (NEMA) under the Uganda Environment Protection Forum. He is part of the team of Environment Consultants and Practitioner who reviewed the National Environmental Auditing Guidelines for the Sugar Sector in Uganda.

Mr. Joseph Nsereko

Joseph Nsereko is a holder of a Bsc (Agric) and Msc (Agricultural and Rural Development Administration). During the last 30 years, he attended menu and tailor made courses in: Development Planning, Project Planning, Monitoring and Evaluation; Rural Development Policy formulation and Design; Decentralised Governance; Development banking and rural credit administration at various Universities and Institutes in: USA, U.K., India, Canada, Germany, Italy, Switzerland, and Africa. He has undertaken many consultancy assignments in diverse areas of Agriculture, Agricultural Development Planning, Institutional development, Strategic planning and auditing.

Mr. Silver Ocitti

Profession: Architecture

Mr. Silver Ocitti is a qualified Architect and Town Planner. He has Bachelor of Architecture University of Nairobi, 1977 and a Master of Philosophy Urban and Regional planning University of Edinburgh (U.K), 1981. From his 30 years experience working in his own firm and various other large International firms such as M/s Planning System in Nairobi, his experience spans from East, Central and Northern Africa to the Middle East and Britain. In the Housing Sector Mr. Ocitti has handled many large scale (1,000 units, US$ 150 million and over) such as the Koma Rock housing project and the up-market, Government houses in the Khartoum, and civil servants housing in Tanzania and Saudi Arabia. On the macro level, in Urban design and town planning Mr. Ocitti has worked on such developments as the abandoned but massive Jangwani Township Project, complete with housing, commercial, social and institutional developments, North of Dar-es-salaam City in Tanzania and The Mika Satellite Town Development, North of Nairobi now reduced to the Windsor Golf Hotel and Housing Scheme. In these massive scheme Mr. Ocitti was involved from town Planning down to the individual house and the landscape designs. In the other non-housing sector Mr. Ocitti has worked on such complexes as the prominent Nation and The Lonhro Towers (over 20 floors) in Nairobi. Locally he has handled the Mengo Hospital development and the massive Nile Hotel and International Conference Centre Project, the Sheraton Hotel Kampala and the Resort Beach Hotels Entebbe, Projects, probably the largest Hotel Project in Uganda by far and the proposed United Nations Complex in Nakawa. Greatly interested interior Furniture and refurbishment work Mr. Ocitti has handled the impressive Grand Imperial, Mosa Court, the UNDP, and WHO interiors to name but a few, Mr. Ocitti owns the Feel of Africa the furniture and Craft Industry which exports furniture and craft abroad.
